Here is a pic of my latest print,it has a rough texture. What do I need to change.I have an Anet a8 and the settings are layer height .15mm,temp 210 degrees, build plate 60,retraction distance 6.5mm, retraction speed 25mm/s and flow 100 percent.

looks pretty good.
couple things that should help.
layer height 1.6 will usually give better results - basically if you can divide it by 8 the stepper motors handle it better.
retraction. Yeah, it really needs to be faster and smaller. so 2mm at 60mm/s should give better results.
If you have a large retraction at a slow speed - like you do. then the printer is always playing catch up with the filament, so will not have a consistent plastic flow.
Also bear in mind that what you have is one of the cheapest machines on the market. So don't expect injection moulded smoothness.
Sand paper is good, I like foam sanding blocks as they get into nooks and crannies quite easily and tend to have both rough and smooth sides.
this kind of thing: https://www.amazon.co.uk/SANDING-MED...sanding+blocks
I generally get them from the pound/buck store :-)
I also have a set of tiny files that also comes in handy.
These days If I' printing fast and rough, I'll pretty much always drill out and holes with the right diameter drill bit as well.
There's no shame in a little post processing :-)
