If you just want a trinket, anyone of those can design it.
If you want something structural and functional, you want it designed by an Engineer, who will know how to design an item which will perform to specified standards.
I took my first CAD/CAM class in 1985; designing parts on the computer is not a new skill set in the workplace. It's the availability of additive manufacturing devices that is novel.
