is the hot end actually hot ?
It can't feed filament if the hot end isn't at the right temperature

My guess is that the drive-Gear is wrong type for that size filament ?
That appears to be the Grooved type gear, may need the straight-Flat-teeth type
or larger inner-diameter grooved type,
to apply more pressure on filament ?
this is straight-teeth type we use:

There are basically two sizes of filament, 1.75mm diameter and 3 (or 2.85) mm diameter. It looks like you have a gear for 3 (or 2.85) mm filament and try to push 1.75mm filament with it?
If so, get a gear made for 1.75mm, it have a more shallow groove. Measure the outer diameter of your current gear and find a compatible one.
However, also check the rest of your extruder as to sizing. It may be that the whole thing is meant for 3mm filament and you are using a too small size?
