Filament jams after slow layer
I got some new filament and I am tuning the flow values. I am having trouble with jams when printing the steps calibration STL.
The print goes fine until it gets to the first top layer of the object. I have the top layer speed set to 15mm/s. Once it completes this top layer and then begins the next layer it acts as if it is jammed. What would cause this? Is the flow rate too slow and the filament expanding in the hotend too much?

I measured the filament and it is 2.92 on average. I took about my E3dv6 and the filament barely slides through the heatbreak. I can only imagine that as the filament expands that that is causing the jam. It is getting caught in the heatbreak.

Where is the filament from? I bought two cheap pla rolls off of amazon a while back that jammed repeatedly on me. I ended up throwing them out and went back to using my makerfarm pla which has never failed me
