It's a crank light. You turn the crank and it lights up the LEDs. It's a DIY version of things like this.

Yes its is a DIY crank light. The difference between this light and the purchased lights is that my light doesn't use capacitors to store power. The power goes straight to the LED's and this unit only produces light when cranked (either direction).
Another feature of this light is it can be gravity driven with a #8 ball chain and a weight attached to the chain. Here is a video of the 1st prototype being chain driven. http://youtu.be/XNj1datjETQ
