It can, but only if you're not yet at the ideal temperature. You are either getting a good bond with the layer beneath and the bead adjacent, or you're not.
Slowing the print speed can help as well, as the material stays at temperature longer before cooling off - allowing time for a better bond. Also try reducing the cooling.
