Y Axis Shift Problem Powerspec 3d Pro

I am having a problem with my prints shifting on the Y axis toward the front of the printer. No other flaws percieved. I've tried printing from laptop and SD.

I don't believe it to be a mechanical problem. I have double checked belt tension and reinstalled the pulleys/cogs, using blue locktite and timing them carefully to note relative position before printing.

I am printing PLA on blue tape with good adhesion and improvised active cooling. If I can't fix it, the printer is going back to Microcenter and Ill be trying a printrbot.

Out of curiosity, does it do it with other models - say a calibration cube or similar. Or do you have a link to the model so that I can take a look?
Just wondering if its a slicer issue, it can do some very weird things if there is an error in the model. If you rotate the model placement before printing by 90 degrees so that its facing left to right or right to left does it still shift Y or is it now distorted along X instead?
