Selling and buying blueprints for 3d models online?
Would anybody be interested in a sort of marketplace where people can buy and sell their 3d models? So that people can put up their models for download and maybe ask $1 per download so that designers could get some compensation for their work and maybe become more motivated to post more models?

These marketplaces do exist already, and more are coming online every month. Yes, it's more encouraging to designers to make some money from their work than to just give it away. Assuring 3D printability on various different machines is a problem, though, since things that might work on one might not on another.

Could you maybe give an example of some of these sites? I was looking for them but couldn't really find any.

Try
CGtrader.com

etc
CG Trader has a long history and has made a good move into 3D printing.

The oldest and most established is Turbosquid.com, but there have been a lot more coming online lately, as more people have taken up 3d printing. Some examples are 3dlt.com, http://www.cgtrader.com/ , http://www.the3dstudio.com/ and http://3dexport.com/ Here's a site that lists 37 more: http://makingsociety.com/2013/07/37-...ll-3d-designs/
Did you want to start a site like this yourself?

The thing about a good idea in a global society, is that someone else has usually already had it :-)
