looks like one of those optical illusions.
I'm guessing Supports will be needed as I can't figure out where all the bottom bits are :-)
Okay - if we're starting with a 100mm/s baseline. Then your first layer should be somewhere between 10-30% Assuming a good print surface that filament adheres to well. Start with 10% - you can always go faster for other prints.
Main speed - for something as weird looking as that, probably 50mm/s - 50%
try it at 0.2mm layer height to start with.

temps look more like 250c print temp and 110c bed temp.
depending on what the part is supposed to do - you'd probably be better off with pla.
My standard settings for most things anl all my printers are:
top and bottom layers: 3
outlines: 3
Infill 15-30%. Infill can be weird. for smaller parts you usually need a higher percentage to get the same density a lower setting will give you in larger prints.
Part cooling should be -0% for the first layer and 100% for all other layers. You've got a lot of fairly steep overhangs, so coolling usually helps with that.
What print surface are you using ?
