    .stl info

Is there an app that would read an STL or another 3D printer file to see the size of the object to find out if will fit on the printer bed?

Just about any slicer will do as you request. Slic3r is a free program that is popular and capable. Less user friendly would be Pronterface, but I'd suggest a slicer with which you are comfortable.

A slicer is your best bet.
given that .stl files are vector based and infinitely scalable - no stl viewer seems to give sizes. Would be useful if they did. But as the object is infinitely scalable, viewers tend to ignore the designed size.
