No it's not. On a Velleman 8200 the print head is fixed in X and Y and the bed moves in both axes. It's a hilariously terrible design.
OP, It's worth hanging on to as the frame is solid as hell. However, I'd recommend collecting parts until you have enough to build a new machine using the frame of the Velleman. I made this from a K8200, using scrap parts from a Tron X5SA and a few other bits and pieces.
