Remember good/stock resistance should be 19 ohms Mine reads 0 ohms

Sorry I missed that the resistance of a 50 watt Heater at 24 volts should be about 2 and a bit ohms cold and twice that at ,12volts. If it reads 0 ohms hot the PSU should shut down. Did you measure the resistance hot or cold??.

Sorry I got that all wrong I should have said 12 ohms at 24 volts or a current of 2 amps and 3'ohms at 12 volts must be getting old a silly mistake.

Did you also disconnect the heater from the power supply ?

YES The 2 wires were disconnected
