Top Layers are not completly covering infill

Problem: The top layers are not fully covering the infill below, as a result the final top surface is not smooth, and the infill shadow can be clearly seen. Suggestions appreciated.

Infill - 20% to 25%
Top Layers - 7
Layer thickness - .12
Filament - PLA
Hot end Temp - 195c
Bed Temp - 55c
Print Speed - 100mm/s Base Speed
