Need Advice: First layer on infill causing print to fail.

I'm printing with PETG, using Cura, at speeds of 40m/s or below, bed at 83C, and nozzle at 230C. I don't have this issue with PLA, just PETG. The first layer that prints on top of the Infill is very inconsistent and gets pulled up in some areas. Over time leading to collisions with the nozzle, cooling duct, and eventually globbing up the entire heat block. Leading to print failing and has even pushed my glass bed of the printer. Any way to fix this? I'm doing test prints with 10m/s top/bottom speeds to see if that helps. But I really want to avoid printing every top/bottom layer at this slower speeds as it's literally only the first layer on the infill causing the issue.

Edit: Printing the top/bottom layer at 10m/s did not fix the issue
