CR-20 - Bad overhangs stringy

Hi all,

I am new to 3d printing and already out of ideas...

I allways have bad looking overhangs on he bottom of a print. They already start at a 40? angle. The bottom looks stringy an messy especially on the edges
I already went down to 195? nozzle temperature- no difference. I also tried some of the fan ducts I could find on thingiverse- no difference, Fan is running at 100%.
Tried Cura and Slic3r also only minor changes. The result is allways bad. The rest of the print especially the benchmark cat looks perfect.

What else could I try?

Edit:I forgot to mention my print speed is at 30 mm/sec and layer height at 0.16 mm
