CAD Drawings on 2D Photo?

Does any software out there allow for you to take a 2D photograph and then make CAD drawings on top of it? This would allow you to make a 2D image into a 3D printable image, or take photos of 3D things and then modify the 2D image via CAD drawings and dimensions that you get from measuring it, and print out a replica. I've seen it done before, but don't know which software package allows for it. Does anyone?

I'm pretty sure most do what you want, unless I'm misinterpreting what you're asking. For example, in Solidworks, you'd create a sketch, then "sketch a picture," and use that picture as a reference for your part.
