Prusa I3V 8" 3mm ninja-flex isssue help needed.

I am using ninja-flex to print out this object. During the printing, it always (I don't even know what to call this) screws up a section on the model. I have attached a picture so you can see it. Sometimes it is not as bad but it always does it. I tried using semi-flex and printed better but still had the issue. What frustrates me is the rest of the print is perfect!!
I have the nozzle temp at 225, all speeds set to 20. Bed temp is 80. The filament size is 3mm.

What is causing this and how can I fix it.
