Cant get it To extrude right

I guess that how I would describe my issue, Im just getting into 3d printer and working out the initial bug/issues. Ive been working through little bugs and researching them out and fixing them, this one however I cant seem to get right so I thought I would ask for some tips. The printer is a ebay A600 Prusa I3 clone I guess. Ive got it printing but Im having problems keeping a steady clean stream of filament to lay down. It will run a few clean lines then starts to look like its stretching the filament and then theres lines missing all together. The hot ends temp is 220 and bed is 70c filament is pla. Ive tried increasing flow rate, lowering feed rate. Nothing seems to be helping. Could it possibly be the extruder? Thanks in advance for the help
