    Quality issue. Vibration/ringing?

I've been working on fine tuning my i3v 10in and have the e steps configured, everything's tight, and the hexagon is at about 200C. Unfortunately, I'm getting the following artifacts when printing and was hoping you guys might know what's up.

As you can see, some areas are super smooth while others have what looks like there are vibrations.

    Thanks,
    Matt

PS There's also severe z-scarring on the other side. I assume this can be fixed via retracting on layer change, but I haven't tried that yet. Here's a pic of that https://goo.gl/photos/drgo5Kfb3hSwZC6H9

Have you fixed this yet? It looks to me like you have some pretty bad over-extrusion. Your e-steps are only half of the solution for extrusion, you will need to adjust (lower) your extrusion multiplier in whatever slicer you are using. While fixing your over-extrusion will lesson the seam seen in your second photo you can also help with reducing your retraction on layer change slightly until it is no longer as noticeable.

Your problem will probably disappear when you get that air funnel installed. If not reduce overall temps a little.

This probably isn't the solution but check your idlers and rails for any debris. If the idler wheels have to "speed bump" over something you get an equal bump in the same place throughout the whole model.
