What causes this to stick up?

Started a print, 2 pieces side by side, one had a few pieces sticking up.
This is PLA at .1mm, bed at 50*C

Bad adhesion. Many possible causes :
    - temperature (hotend or insufficient cooling),
    - speed,
    ...

For some reason, if you keep printing over the same spot on paint tape, it tends to get less adhesion when you're printing.
Have you previously printed several times on the same spot?

Or is this fresh and new tape? If that is the case then that blue tape might not be the best.

That was a few layers in. Not on the same spot more than once at most.

How often do you guys recommend changing the tape?

And how often to adjust the table to be level? I don't have auto leveling, is there anyway to add that? I can see that being worth its weight in gold

I adjust the bed level everytime I remove the bed, and the auto leveling still requires calibration prior to make it work and then you will have to find a firmware that allows the auto calibrating bed.

Some are Facing problems of bcz of Fragile, delaminated FDM (fused deposition modeling) partsLow-resolution output, Materials. Designers need to solve problems with new solutions, less effort, more results, greater expression, increased reliably and confidence, and good quality.

    I've never removed my bed.

I'm sorry but I don't understand all of this.
