low nozzle temp

my machine is having trouble keeping an extruder at temp
if i set the temp at 240, it runs about 235. and takes a long time to get there before starting the print
if i set it at 180 it does the same, about 175

is this a nozzle,or thermocouple issue

Thanks for all the help and suggestions.

It was a bad thermo couple, seems the wire was broke just inside the rubber boot at the heater.
