I think you should try another brand of blue tape. Most of them work fine but the one you've got clearly doesn't.

You are on the right track here. Each layer has to cool before the next is made. Turn on fans in your slicer and you'll see a difference.

Sometimes, printing tiny stuff, the fans are not enough....
