no noise here. Mine isn't taped to anything. I am just using about 8 clips to clip it to the glass that is above the heat plate.

Z axis cable is probably backwards. Just flip it to the opposite where it plugs into the ramps board.
Well that is if I am understanding your problem correctly.

set your baudrate to 250000

You could look at the Printrbot Metal or one of the Makerfarm kits.
