if you can get the original file and convert to an AutoCad DWG file then it is easy.
open the file in AutoCad and extrude the walls etc to the height you want. Or if you just have the hardcopy...

as long as you keep it for about 5 days in a low humidity place PLA should be OK. ABS should be fine , does not absorb moisture.

I personally have uploaded a few designs to "thingyverse" and a few other 3D sites.
and if someone wants to print any of them for personal use, even giving to family / friends. i have no problem....
