Z homing feedrate is actually lower than my Marlin setting, I don't think that's the problem. However, the Z axis does move normally when not homing so perhaps another homing related setting is off?

i tested with my other ramps, which worked. so i remapped the heated bed pins to D9 in pins.h on the stock ramps, and the whole thing works!
problem solved - hopefully.

Yep, both legs on C4 read 0 to their respective pins.
My power supply has a manual switch to select between 110/220v inputs, I have it on 110v which is correct for my area.

I got an ohm reading of 0.00, which indicates a short if I remember correctly.
