    Can I use a 13.8v 23Amp supply with a Ramps 1.4/Mega board, to power a Prusa i3 with a heatbed?

    Should be OK. The heat bed wants 12V DC and there is a bit of circuitry on the board that drops the 12V input to 5V to run the rest of the functions. A single extruder i3 needs a minimum of about 15 Amps to operate, so your 23 Amps is plenty good enough.

    If you wanted to, you could drop your 13.8V to 12V by using two resistors wired as shown in the diagram here: http://www.raltron.com/cust/tools/voltage_divider.asp

    When you are using the calculator, try various values for R2 to compute R1 (the numbers are better)
