    Raised areas in printing layers.

What is causing the problem in the attached image? I am using an Ender 3 Max with a brand new roll of 1.75 Sunlu PLA filament. I have varied the temperature from 200 to 220 and the bed temperature from 50 to 70. I am printing at 50 mm/s with a .2 mm layer height. The first layer is printed at 20 mm/s with a .4 mm layer height. This does not happen until the third layer and gets worse after each layer. It does not appear to be an air pocket, but it does appear to be a built-up area.
