Issues with CURA with odd texture (Anet A8)

Hello all, I've been having an issue after switching from Repetier Host to Cura. On the back side of my print (i'm printing Benchy) it has this odd texture that seams to stick in a certain layer range. Ive tried to mess with some retract distances, temperatures, fan speeds, and print speeds but have had no luck. Ill add a file of my Cura config and a image of my problem. Im hoping someone can help me figure this out. And yes I know an Anet isn't the best of the best printer, I know, Its fine. Do keep in mind though that I do have some upgrades on it such as, Motherboard, Silicone heater block cover, steel nozzle, belts, belt tensioners, frame braces (all of them), duel cooling fans, and anti Z rod wobble.I had to edit and make the image look odd to show the patterning.Any help is much appreciated!Thank you!
