    Ender 3 - PrusaSlicer - Layer 3 print error

So we're new to the whole having 3d printer thing. We've got:
Machine: Ender 3 - Marlin 1.1.6.1 - Glass bed plate
    Filament: GizmoDorks 1.75 mm (200-210*c)
    Nozzle: .4mm @ 200*c ~ Bed @ 60*c
    Print speed: 40mm/sec
    Nozzle retraction: 5.5mm
    Slicer: Prusaslicer 2.2.0
I've included a link to my google folder that has my slicer settings, the test print I'm trying to do, and photos of the issue.

Essentially, leveling goes fine. Test boxes across the bed goes perfect.

First layer of the test is flawless.
    Second layer, just fine.
Third layer, I start to get issues, always starting over the same area of the bed.
I feel like if I keep going, it's just going to get worse with further layers.

---I did print the base and legs of a miniature, and it came out pretty well. Just a tiny bit of droopage on his butt (in the google folder), so am I just being a perfectionist on this inner bubbling thing??

*On an aside. When I start a print with Cura, pronterface, etc, it does it's first scrape line (don't know if it has an official name) on the left side of the bed. But when I do my slice with PrusaSlicer, it does that first pass on the *front* of the bed. Which is where my clips go. Is there a way to change this setting so it does that first pass on the left. OR, not do that first pass at all, since I always use a skirt anyhow.Thank you in advance!
