First layer has "islands" that are not properly printed

First layer hascircles which are not properly filled. Happens only for the first layer.

Printer is similar to ultimaker (original)
Program used: Cura 3.2.1 (3.6 wasn't printing well)

well I think it's lousy software anyway, so scrap cura and try slic3r or replicator-g with the slic3r engine.
Or do the decent thing and get simplify3d :-)

Octoprint also available, and a bunch of others.
For me cura is the most problematic of them all and given how many people have issues with it - just leave it alone and use something else.
