First layers squished?

So at first I thought it was elephants foot. But alas it is not. 1st layer lays down perfect, but layers 2-6ish the nozzle doesnt seem to raise anywhere near enough. After that the print continues on just fine. It seems to only be a problem on solid prints like a brim or a raft (or the top part first few layers of a petsfang) Any ideas?

I am having the same problem with my Tornado. It makes it so that I can't print on rafts. They are always fused together. I have tried increasing the air gap but i can't find the right number.
