Qiditech X-One Cooling fan questions

Hey guys im currently printing a Marvin and i cant seem to get my side cooling fan to activate for active cooling to get a bit better quality on small prints.

I have my First Layer Settings for


First Layer H: 90%
FIrst Layer W: 100%
First Layer Spd: 50%


and for cooling i have


Layer Fan Speed
1 0
2 100


Speed overrides


checked off for adjust printing speed for layers below 15 sec allow speed reductions down to 20 %

So my question is how do i start active cooling at the start of prints also when would the fan turn on during this print?

i am using simplify3d for my slicer
