Are you sure it is a mains operated heated panel?

I need to see photos before I tell anyone where to plug anything with regards to mains power... I don't want you to fry yourself man and it sounds like that could be a possibility.

    Heres my set up
the plug is the black cable
I've insulated the earth wire (E)
the orange cable is the heatbed

I'm wondering if this set up is safe? for instance if i plugged it in and touched the connections on the relay (connections at 1, 2, 3 or 4) would i get a shock?

would it be a smart idea to get a fuse and connect it from the live wire to the relay (2)?
if so, what fuse hrc fuse should i get?

also would there be any other options of making this circuit safer?
