Are you talking about building one yourself, or prebuilt? Prebuilt, the cheapest would PROBABLY be the Tiko, it's under $200, but it offers zero customizability or tweaking whatsoever. And only works over WiFi.
Prices can vary wildly when talking about building one yourself, especially in regards to how knowledgeable and skilled you are with electronics and machining parts. They would likely work a lot better than a prebuilt in that pricerange however.

The tiko is not for sale yet, and kickstarter projects have a documented track record of delays (up to total failure for some).
If you have limited technical ability, try to avoid company without aftersales support : might be difficult to handle afterwards. Kits are great if you can do it and usually cheaper.
