Walls have a weird finish

Hi, using and Ender 3 v2, printing eTPU-95A, and I get a weird finish on the walls! Any idea what I might be doing wrong here? Have attached picture of the weird finish and also the settings that I am currently using. Have tried different hot point temps and seems to make no difference. Very new to this so please excudse me if its a stupid question.

Looks like it is too hot.. now familiar with that brand of TPU but Ninjaflex looks like that when it is too hot..
