Ender 3 skipping a layer

Hey there. My Creality Ender 3 is working quite well. But every once and a while it seems to skip a layer, like its going up just a little bit to high on the Z axis and its not getting great fusion. These print comes out mostly fine except you can see a slight line and it is very weak at that point. Any ideas? I leveled it before I did my last print and this still happened

I had a similar problem rerouting the stepper cables away from the controller as quickly as possible and shielding the controller corrected.

I used Aluminum foil Duct Tape on the inside of my 3D Printed case then attach a ground wire at the Fan mounting screw.
