I am new to 3D design and new to 3D printing. Is it possible to begin with a long thin rectangular object and bend it into a donut shape? I need advice as to what application to use.

There are many different CAD applications and every one of them has ways to draw donut shapes. A couple of good CAD applications for newbies are BlocksCAD and Tinkercad.
I can see what you are getting at.
The one thing openscad won't let you do is to bend things you've already modelled.
I would imagine that any of the higher end cad packages would d this.
Try fusion 360 - that has a free version and should definitely be able to do this.
Onshape.com has a free version that is fully functional but you designs are public for it to be free, you will not be able to alter a file from some other application. You would just make your own doughnut
