where can I find some help diagnosing flaws in my prints? Or is this the best place?

I have some "vibrations" or weird ripples in the external perimeters and then some ugly looking layers. I am using an experimental version of Slic3r 1.2.8.

Both items printed at slicers defaults and .2mm layer height. I have calibrated the extruder and flow rate.
