If you need to make one, as opposed to buying a completed printer, the place to start is http://www.reprap.org. Assuming again that you must make one, there are several designs out there that purport to be low-cost, including the Mini Kossel and Morgan. Try and decide on a build volume and style, and then ask more specific questions. Good luck!
