irregularities in pring surface/layers on ender 3

i started using my ender 3 again after 3 months of not using it and it is giving me weird results. the sides of the print are super smooth (except 1 bump in the wall as shown in the picture that shows up in all prints), but the top layers themselves are super bumpy. furthermore, the first few layers are slanted and bumpy. does anybody have any idea how to fix these issues?
