Ender 3 Pro Hot End Won't Reach 200

This is my first 3D printer and I've had it less than 48 hours. I was able to make a few successful prints at first. But early into my last job I got an outage error message. Whenever I hit continue, it would happen again when the extruder was heating up. I aborted the print, shut off the power and unplugged the power cable. I tried doing another print. The bed warms up fine, but when the extruder heats up it gets to 130-150, then fluctuates before falling. Then it beeps and the Ender logo appears on the display. The same thing happens when I try to preheat PLA. I've checked my cable connections and I don't see anywhere they might be getting strained or pinched. I have the Marlin 1.0.1 firmware it came with.
