Building a RepRap

What is the intention of this thread? I'm asking, because it's pinned, but quite empty.

I'm pretty new to the 3D print world, From the reading I've done so far... building a RepRap, RepStrap, or WolfStrap seems to be the best entry witha low budget. And from there, I can print bigger and better printers. Correct?
