[needed] make a print file for a simple C-link

I've tried some different programs and I just can't figure out how to make the file I want, it should be pretty simple for anyone who knows what they are doing. It should be about 44mm tall and 16mm wide on the outer most edges (doesn't need to be exact, but needs to be pretty close). The thickness of the plastic needs to be 4mm all around. There should be about 4mm gap between the two ends with the ends rounded all edges should be rounded as well. I have attached a picture so you can see exactly what I am looking for. I would like one file with just one link and another file with as many links as you can fit on a 6"x6" printing surface. Can anyone do this? How much would you charge?
