infill is is not filling all the way at 100% fill top is not solid ether

ok so I attached some pic's if you notice in the g-code the perimeter width is .4mm and infill/solid width is .67 this is wrong the infill width is the same as the perimeter width when I measure the two with my digital caliper I thick this is why my infill is not solid and it can't make the top layer solid the other pic is some settings that I think I might need to change to fix this but I not sure what the problem is am I correct about the problem and that the in the g-code it should say that the infill is .4mm

Your extrusion multiplier is extremely low at 0.81 - meaning you're under-extruding. Try upping it.
