Strange warping on lower half of print (FFCP)

A friend of mine printed a few of these:

He had zero problems on his DIY printer using PLA, but I cannot for the life of me get it to print properly.

The bottom layers are warped, but not in a way I've seen before. It's not lifting or shifting, it's as if the lower layers are shrinking way faster than the top or something. I use ABS generally, but tried PLA just to see if it'd help with this print.

If you notice on the Thingiverse page, the profile should be perfectly symmetrical on the horizontal axis. See images below to see how badly my prints are not. I also had to print at 102% to get the bearings to fit. The black ABS printed the best, but you can see the coarseness of the lower layers, and one "wing" warped up. That was done at 100% infill.

Any ideas? I've tried printing at varying infills (20-100%), changed the number of shells, upper/lower layers, tried brims vs raft, no raft, .1mm - .4mm layers, etc. I'm using Simplify3D.

    Thanks!

Pictures (couldn't get them to attach) <- Fixed link.
