Delay on Extrusions

Hey guys,
so every time I run a print on my printer, there seems to be a 5 second delay from when the filament is injected into the extruder and when it actually comes out. This tends to happen every layer as it backs off to prevent stringing but only for it to not extrude for a whole second.
Now, I understand about running while the head is hot, but when it consistently expels for a few seconds after feeder stops, this also concerns me. This is also producing gaps at the seams for me as well.

I've tried clearing the head, cleaning the nozzle tip, degassing the chamber but the gas build-up seems to keep coming back.

Any tips on how to fix this?

Sounds to me like an improper retract setting
