"importing" printer ink

I just received a LumiPocket LT and didn't come with any printer resin. So I ordered it directly from the company in Italy. They shipped out and it got intercepted by Fedex who is insisting that I send them documentation that the product doesn't violate federal the toxic substances control act.


Apparently having the manufacturer send this documentation has been standard practice, but now things have been reversed and the "importer" must prepare this info and send it.


Anyone ever run into this?
