Why is initial printer temperature typically higher?

When using Cura the initial printer temperature is typically around 200 degrees C and then changes to 195 degrees C after it finishes the first layer of PLA printing. What I want to know is why exactly is it doing this? What is the rational for doing this ( I realize these settings can be changed)? I would have thought that keeping the temperature constant throughout the print would have been better since contraction would be more uniform throughout the print.

To help with adhesion to the bed. Also part cooling fan is usually off for the first layer.

If your particular setup doesn't need this, this behaviour can be changed of course.
