Hi,
Can a 3d scanner scan this and then duplicate it with the printer function? The color, texture and the intricacies of the mounting points, edges and protruding nubs?
Is there anyone local that I could test this out with near Baltimore?

You'll need a high end scanner to get anything halfway accurate. Best is to redesign it in a CAD program. There's no scale but unless it is truly massive printing won't be a hassle.
I do not have the skill set to redesign it in CAD. I believe the longest dimension is about 12 inches

Don't know where you stay but a good place to start is GrabCAD and 3DHubs.

Short answers is: yes.
Nothing there a scanner wouldn't pick up.
And if the base is flat (can't really tell from the pics) then any desktop machine could print one easily. If not, you couls use supports or go for a print bureau with a powder based sls machine.

You'll most likely find someone close to you who can either scan and design and print it.
A quick look (though it came up with 4 baltimores in different states) shows 10 pages of hubbers in baltimore, md.
Some of these will also have desktop scanners.
These services aren't cheap. A 3d hubs enthusiast will be cheaper than a full size print bureau - but still not as cheap as ebay :-)
